How To Avoid AC Repair Scams

It's an unfortunate circumstance, but we see it happen about this time every year... our industry's worst-kept secret; unskilled or even unethical air conditioning contractors seem to come out of the woodwork. You may have even seen some of the stories or “stings” recently on the evening news.

The Tell-tale Signs

Here are some of the more common signs you may be targeted by these scrupulous folks. They tend to have:

Little or no professional brochures or information available on their products, services, guarantees or warranties
Limited company information - no web site, or a simple one page web site
No proof of insurance or bonding
No BBB accreditation and/or a low grade
Minimal longevity in the marketplace

As illustrated in the video, here are a few helpful tips on how to avoid these AC repair scams:

Cold-calling. In and of itself, cold-calling via telephone is not inherently a bad sign; it has been around for ages. But, to ensure the call is a legitimate company, always ask for a written estimate to prove the AC contractor will stand behind the price they offer for a service. Ask for written 100% satisfaction guarantee. Also be sure to understand your equipment’s manufacturer warranty; your product may still be under a warranty.

High-pressure tactics. Rather than being a professional consultant in an effort to help a customer make the best decision based on their best interests, high-pressure tactics might be used to persuade customers to make rash, immediate decisions. Avoid making quick decisions based on scare tactics and get a second opinion for any major repair.

Questionable office and phone. Instead of an actual office or an official business phone line that rings to a professional customer support person, every call is handled by an answering machine or rings to a cell phone. Often in the evening, the only answer may be a personal voice mail box or no answer.

Only seasonally available. These operations seem to come out of nowhere. If you see an air conditioning truck or van that you've never seen before, there's probably a reason you haven't heard of them. Check with your local city licensing or business department to see how long their business has been licensed or in operation. You may find that there is no business information, license. Legitimate companies are available all year.

Avoiding AC Repair Scams

There are some common-sense ways to avoid getting your family into hot water.

Always check if a contractor’s business license is required in your area, and if so, make sure the AC contractor has a license, insurance and bonding.
Visit bbb.org to check the business rating. If they are not listed or not rated, the contractor may still be ok for you to work with, just get references and confirm they are really reputable. If they are listed on the BBB and have a poor rating, avoid them.
Ask all the questions you want. Do not be afraid to be very diligent in asking questions regarding the qualifications of the company. A reputable contractor (of any trade) will have written, easily accessible documentation online or paper copies, which prove they have been in business for many years. They will also have plenty of references ready to provide you from their long history of satisfied customers.
Be cautious with online reviews. Review web sites like Yelp and Google are generally reliable, but use some caution. Unfortunately it’s very easy for false reviews to take place, and the primary reason people will write an online review is only when they have a problem. There may not be reviews when everything goes perfectly smooth and customers are happy. So check reviews, but obtain actual references from the contractor to ensure the reviews you see are true and accurate.
Check the manufacturer’s web site. Most manufacturers will not allow poor contractors to be displayed on their web site. While some may be, it is more likely that the air conditioning contractors listed on reputable manufacturers web sites are also quality contractors.

We hope this information helps protect yourself and your family this summer. It isn't hard to avoid scam-artists. Just be weary of their ways and use some common sense research. Check references, and check online to ensure they are a real, nationally-recognized and professionally certified AC repair company.

The company developed equipment that was first used for commercial applications. Cooling was accomplished through the use of a centrifugal chiller for industrial settings. Department stores and movie theatres in New York City began to see increased business during the summer as they advertised they were air-conditioned. In 1928, Carrier developed the first air conditioner for home use, and from there the Carrier name became synonymous with home comfort.

Choosing and Installing Efficient Air Conditioning Units

If you are shopping for new air conditioning units for your home, office, apartment, or other building, energy efficiency is an important factor to look at. One thing to check for is the Energy Star label, which means the air conditioner meets energy standards. Buying an AC with the Energy Star sticker is a good purchase. New Furnace Standards May Affect Homeowners

There is a relatively unknown new government regulation that could dramatically affect thousands of homeowners; new regional minimum efficiency standards for gas furnaces, which may soon be implemented for a large swath of homeowners in the northern portion of the United States. There have been some very recent developments on this new government regulation. Here's the latest on the story so far:

The New Furnace Efficiency Standards

As we reported on Sam's Blog earlier this year, the U.S. Department of Energy (DOE) has created new mandates on furnace efficiency which are due to go into effect on May 1, 2013, just a few short weeks from now. The new standards set a minimum AFUE rating for residential and mobile home gas furnaces; 90% in the Northern region and 80% in the Southeastern and Southwestern regions of the U.S., effective on May 1, 2013. That means homeowners in the Northern US who purchase a new furnace after May 1 would be required to install at least a 90% efficient furnace, regardless of the home's size, value, or home configuration (think vacation and rental homes). And while the change is rightly intended to be beneficial by increasing the energy-efficiency of U.S. homes, there is broad opinion that the new standard may be impractical for some homes, and may actually cause the installation of less efficient equipment that is not subject to the new regulations.

"March Madness" In DC Courts

The new efficiency standards were created on June 27, 2011 and intended to be implemented on May 1, 2013. But on December 23, 2011, the American Public Gas Association (APGA) filed a challenge to the rules in a lawsuit against the U.S. Department of Energy. The DOE agreed to a settlement to the case which would vacate (eliminate) the new standards and the May 1, 2013 deadline. Although a settlement to the lawsuit was reached between the parties, it still requires court approval. As of this writing, the US Court of Appeals has not approved the settlement, and the new furnace standards are still set to be implemented on May 1.

However, on March 19, the Air Conditioning, Heating, and Refrigeration Institute (AHRI) filed a motion to postpone the implementation date for the new standards for 18 months. Then, just last week on March 29, ACCA, the Air Conditioning Contractors of America, also filed a motion supporting the 18 month delay in the implementation date. Other industry associations have filed similar motions... which brings us to the present.

Will New Furnace Standards Happen?

As of now, the U.S. Court of Appeals has not issued a final ruling on the proposed settlement agreement. What this means for homeowners is, unless the court acts by May 1, the new standards will take effect, and will limit the furnace choice of homeowners to furnaces 90% AFUE or above in the northern US, and 80% AFUE or above in the south.

UPDATE - As reported by The NEWS, the U.S. Department of Energy issued a statement on the pending settlement agreement on April 5th: “In an exercise of its enforcement discretion, DOE will, during the pendency of the litigation, act in a manner consistent with the terms of the settlement agreement with regard to the enforcement of the standards.” The DOE will not enforce the new standards while the settlement agreement is pending.

This Spring Service Experts and the Government Will Help Pay For Your New AC

Savvy shoppers for new and replacement central air conditioners may save from $1,600 to more than $4,000 when replacing their outdated heating and air condioning systems this spring, by combining local utility rebates and federal tax credits with product rebates and HVAC contractor coupons.

“The majority of the utilities in our 84 U.S. markets are offering valuable incentives for customers who buy new, energy-efficient HVAC (heating, ventilation, air conditioning) equipment,” explained Dave Moody, Director of Marketing with Service Experts Heating and Air Conditioning, America’s largest HVAC service company. “The local utility rebates now available range from $250 to as high as $2,500, so it is definitely worth checking into” he said. “They [local incentives] often change without notice, though, so it’s best to take advantage of them when they are available.” Moody added that homeowners can combine those local utility savings with a federal tax credit to save even more. The Federal tax credit, available throughout 2013, provides for up to $500 on the cost of new, energy-efficient HVAC systems; this credit will be given when filing 2013 federal income tax returns.

From now until mid June, Service Experts Heating & Air Conditioning offering additional incentives to help homeowners save more when purchasing a new Lennox® High-Efficiency home comfort system. Homeowners who purchase a new high efficiency system can qualify for a rebate (between $1,050 and $1,200) or 12-months deferred financing.

Family With Chronically Ill Child Receives Free Furnace

Something quite extraordinary happened last week we thought we'd let you know about. Service Experts Heating and Air Conditioning's London, Ontario branch (also known as Roy Inch & Sons Service Experts) has extended a warm “hug” to a local family with a chronically ill daughter. The company, part of the London community since 1927, has organized a donation of almost $7,000 worth of home comfort equipment and services, as part of their HUGS program. Here's the newscast from CTV News on the story.

It all started when Audrey Winter, a Service Experts Residential Sales Consultant, visited the Kalybabas family to follow-up on their inquiry about a quote for a new furnace. Audrey learned during the visit that the couple’s two-and-a-half year-old daughter, Natilia, suffers from cerebral palsy. Larry and Yvonne Kalybabas, also parents to a four-year-old little boy, faced the cost of renovating their home to make it wheelchair accessible, but when mapping out the remodeling at the same time, they realized their 15-year-old furnace was not heating the home adequately and needed replacement.

“The family didn’t ask for a single discount, or any special consideration,” said Peter Inch, Area Operations Manager. “Instead, Audrey came to me and asked if we could give them the furnace at a reduced price. I suggested she ask Lennox to donate the furnace at no charge – and within 24 hours, they said they would give us an EL296 furnace for free.”

Audrey and the Service Experts team then ran with the “ball.” Service Experts also donated a humidifier and a high-end air filter with the maximum rating (MERV 16), which removes indoor air contaminants such as allergens, bacteria and viruses, ensuring a better environment for Natilia. Speaking with AM980, Yvonne says she was overwhelmed.

"She came into the house, and she was kind of like, 'Ok, we've got a quote put together for you' and she walked over, reached into her bag, and as she reached into her bag, she said, 'I've never given anyone a quote like this before' and she turned the paper over and it was all zeros," she said.

Without the generous gift, Yvonne believes the renovations wouldn't have been possible. "There was other things that needed to be done around the house, and she knew that with $15,000 we weren't going to be able to get it all done. So when I saw those zeros, it was probably the best news we've had since Natilia has come along, our daughter," she said.

On Friday, March 15, Service Experts technicians installed the new furnace and humidifier at no charge, reconfigured the necessary ductwork and provided all parts and materials, warranties and ongoing maintenance. A partner company, Northern Interiors, will remove asbestos from the home at no charge.

“It has always been part of our business to give back to the community when we can, and the enthusiasm that Audrey and the team have demonstrated for this project remind me what great employees we have” said Inch. “In the past, we’ve donated equipment and installation, including furnaces, A/C systems and water heaters to local charities and families in need, but we also try to support our local sports teams and awarding two college scholarships annually.”

R-22 Refrigerant Answers From The AC Experts

A few years ago we announced that the government was changing their refrigerant standards for residential central air conditioners. In short, they required that the most common refrigerant, R-22 (which also happens to be harmful to the environment) be phased out and eliminated from use by the year 2020. This regulation also required air conditioning manufacturers to cease the shipment of R-22 refrigerant with any newly-produced air conditioning systems. When you buy a new air conditioner these days it will most likely contain the more environmentally-friendly R-410A refrigerant or a legal alternative. Although, some manufacturers have made available new ACs called ‘dry charge’ systems, designed for R-22 refrigerant, but instead of shipping with the refrigerant inside, the refrigerant is added on-site by the contractor during installation.

The new refrigerant policies have put many homeowners and HVAC contractors alike in a unique predicament. The situation raises significant questions about the best solution when an AC problem or AC repair is needed: should the homeowner pay the high price to recharge their system with R-22 refrigerant, or attempt to use an alternate refrigerant, or buy a new air conditioner altogether? When buying a new air conditioning system, should the homeowner buy a new R-410A refrigerant system or risk buying a "dry-charge" system? The latter is often the lower-cost solution in the short term, but longer-term, repercussions of that choice are becoming clearer; no new R-22 refrigerant will be produced after the year 2019… which as we get closer to that date, will continue to cause the cost of R-22 to exponentially skyrocket. Why does it cost so much more to service my home’s air conditioner now?

In some instances the service or repair of your home’s AC requires the addition or replacement of refrigerant. Refrigerant is the chemical that makes cooling your home possible. The cost of new R-22 refrigerant has increased dramatically over the past 12 months because this particular refrigerant is being phased out of production by the US EPA.

Why is the R-22 refrigerant being phased out of production?

R-22 has been the refrigerant of choice for residential heat pump and air conditioning systems for more than four decades. Unfortunately for the environment, releases of R-22, often from leaks, contributes to ozone depletion. R-22 is a greenhouse gas, and the manufacture of R-22 also results in by-products that contribute to global warming.

What is the time frame for the R-22 phase-out and how much longer will R-22 be available for my AC?

The US EPA has already limited the allowed production of R-22 significantly, and as the supply of new R-22 has been reduced the cost has increased dramatically. The EPA is expected to continue to reduce new R-22 production until 2020. After 2020, no new production will be allowed and the servicing of R-22 based AC’s will rely solely on recycled or reclaimed refrigerants. It is expected that reclamation and recycling will ensure that existing supplies of R-22 will be sufficient for servicing of existing systems, albeit at a much higher service cost.

Do homeowners have to stop using air conditioners that operate with R-22 Refrigerant?

No. Homeowners are not be required to stop using AC’s or heat pumps with R-22 and they are not required to replace existing equipment just to switch to a new, more environmentally friendly refrigerant. The lengthy phase-out period provides some time to switch to ozone-friendly refrigerants when you normally would replace the air-conditioner or heat pump. But, as supplies of R-22 become scarcer, the price of R-22 will continue to increase dramatically, causing service cost to escalate. Starting in 2020, new R-22 will no longer be produced. Homeowners will need to rely solely on recycled or reclaimed quantities of R-22 refrigerant in order to service any systems still in use.

Are there approved replacements for R-22 that are more cost effective for needed repairs?

Yes, there are alternative replacement refrigerants for R-22. So called “drop-in” replacement refrigerants are being marketed for use in service of existing R-22 AC or heat pumps, however many of these substitute refrigerants will not work well without making some changes to system components. Additionally most manufacturers have not approved the use of drop-in refrigerants due to ongoing concerns about the compatibility and impact to system reliability. As a result, HVAC service technicians who repair leaks or service to the system will most often continue to use the native R-22 refrigerant for the repair.

New air conditioning systems now use a more environmentally friendly refrigerant, R410A. Because R410 is a completely different refrigerant it cannot be mixed with or used in an existing AC or heat pumps designed for R-22. When a new R410A unit is installed both the outdoor unit and indoor coil must be replaced, and the interconnecting refrigerant tubing must also be inspected.

Will using R-22 alternative products void the manufacturer’s warranty on the air conditioner?

Yes. Most HVAC manufacturers have not authorized the use of any R-22 “drop-in” alternative refrigerants and have stated their use will void any existing warranty.

What options are available to homeowners who need service on an air conditioner that operates with R-22?

The use of these “drop-in” refrigerants is strongly discouraged, particularly if the AC or heat pump is still under the manufacturer’s warranty, which in some cases can be 10 years from the original installation. For homeowners with AC or heat pump systems older than 10 years and nearing the end of their life-span, another option is to replace the entire system with one that uses the more environmentally-friendly R-410A. Newer systems are by far more energy efficient and can significantly save on energy costs, sound pollution, and can even utilize solar or hybrid power as an energy source.

If I choose to replace my outdoor A/C or heat pump unit with a new unit that uses the more environmentally friendly R410A, do I also have to replace the indoor unit?

Go For Higher Efficiency in Colder Climates

The colder it gets, the higher the efficiency rating of the new furnace should be. In warmer climates, money can be saved by choosing a less efficient furnace without sacrificing annual utility costs to run it. In the northern states, an efficiency rating at or above 95 percent should be considered.

BTU versus Efficiency Rating

An old furnace may have a high BTU rating but will be grossly inefficient. What purchases do the tax credits apply to?

The tax credit applies for qualifying new; Water Heaters, Furnaces, Boilers, Heat pumps, Central Air conditioners, Building Insulation, Windows, Roofs, Circulating fans used in a qualifying furnace, and stoves that use qualified biomass fuel

What are the applicable purchase dates to redeem the credit?

Packaged electric heat pumps at least 8.0 HSPF; 12.0 EER; 14 SEER

Advanced main air circulating fan ($50 tax credit). A fan used in a natural gas, propane, or oil furnace with an annual electricity use of no more than 2 percent of the total energy use of the furnace.

Boilers ($150 tax credit). Natural gas, propane, or oil boiler with a minimum 95 AFUE.

Furnaces ($150 tax credit). Natural gas, propane, or oil furnace with an AFUE of not less than 95.

Water heaters ($300 tax credit). Electric heat pump water heaters with an energy factor at least 2.0. Natural gas, propane, or oil water heater with an energy factor of at least 0.82 or a thermal efficiency of at least 90%.

The following Lennox product families qualify for each of the specific tax credits:

Furnaces ($150 tax credit, must have AFUE of at least 95): SLP98V EL296V EL296E EL195E ML195 G61MP.
Boilers ($150 tax credit, must have AFUE of at least 95): GWM¬IE.
Advanced main air circulating fan ($50 tax credit, annual electricity use of no more than 2% of the total energy use of the natural gas, propane, or oil furnace): SLP98V EL296V EL296E SLO183V (only specific models meet the 2% fan efficiency requirement) SL280V ML180E.

What's The Big Deal About Radon?

You probably aren't aware of it, but this month is National Radon Action Month. That's right, there's now an awareness month for everything... but this one is actually pretty important for homeowners.

Radon is a cancer-causing, radioactive gas, and the second leading cause of lung cancer in the United States. 21,000 Americans die from radon related lung cancer each year. The U.S. Department of Energy has found that radon levels are elevated in one out of every fifteen homes nationwide. Radon is a big deal, and something homeowners should very much be aware of.

Radon colorless and odorless. It comes from the natural (radioactive) breakdown of uranium in soil, rock and water. It can get into any type of building — homes, offices, and schools — and result in a high indoor radon level. It is more likely to be exposed to radon at home, where people often spend the most time, and may not check radon levels as frequently.

“Testing for radon is one of the easiest and smartest things people can do to protect their homes and families from this serious health risk,” said Gina McCarthy, assistant administrator for EPA's Office of Air and Radiation.

What You Can Do Today

Test your home for radon. All buildings with or without basements should be tested for radon. Affordable Do-It-Yourself radon test kits are available online and at home improvement and hardware stores, or a qualified radon tester can be hired. If you prefer, or if you are buying or selling a home, you can hire a qualified tester to do the testing for you. You should first contact your state radon office about obtaining a list of qualified testers. The EPA recommends taking action to fix radon levels by contacting a qualified radon-reduction contractor. New Regional Furnace Standards Rescinded

On January 11, 2013, the U.S. Department of Energy (DOE) agreed to withdraw pending minimum energy conservation standards that include regional standards for residential non-weatherized and mobile home gas furnaces. The term “non-weatherized furnace” defines furnaces placed indoors (standard residential furnaces). Read a full article from the Air Conditioning Contractors of America (ACCA) web site here.

What The Settlement Means For Homeowners

While the settlement is pending court acceptance, it looks like all furnaces (of current national minimum efficiency standards) are able to be installed in your home for the foreseeable future. Furnace energy efficinecy standards will not change or be restricted by region. The DOE furnace efficiency change that would have taken place on May 1 would have limited the available types of furnaces that could be installed in a home, making it dependant on where your home is located. Now those restrictions appear to be off the table.

According to the terms of the settlement, portions of the June 27, 2011 Direct Final Rule setting the minimum AFUE standards for residential non-weatherized and mobile home gas furnaces at 90% in the Northern U.S. and 80% in the Southeastern and Southwestern U.S. is vacated, along with a pending May 1, 2013 compliance date.

About Federal HVAC Tax Credits For 2013

The renewed "25C" tax credit for 2013 allows homeowners to get up to $500 in tax credits when installing qualified home improvements. Depending on their eligibility, homeowners may qualify for tax credits equal to 10% of the costs (up to $300) for qualifying new high efficiency central air conditioners, heat pumps or hot water heaters.

Homeowners may qualify for additional tax credits equal to 10% of the costs (up to $150 limit) for installing qualified furnaces or boilers. A smaller tax credit of 10% of the installed costs (up to $50 limit) is available for installing a system with an advanced main air circulating fan.

A central air conditioner must meet or exceed 16 SEER and 13 EER; package system central air conditioners must meet or exceed 14 SEER and 12 EER.
A heat pump must meet or exceed 15 SEER and 12.5 EER and 8.5 HSPF. Package heat pump systems must meet or exceed 14 SEER and 12 SEER and 8 HSPF.
Natural gas furnaces, propane furnaces, natural gas hot water boilers, propane boilers, oil furnaces, and oil hot water boilers must meet or exceed 95% AFUE.
For the advanced main air circulating fan credit, the fan must use no more than 2% of the furnace’s total energy. If the fan is qualified, but the furnace is not.
There is a lifetime residential energy tax credit limit of $500, retroactive to January 1, 2005.
