In January 2006, under the terms of the National Appliance Energy Conservation Act, the U.S. Department of Energy implemented new regulations for residential cooling systems, requiring minimum efficiency levels of at least 13 SEER. Compared to the previous standard, 13 SEER represents a 30% increase in energy efficiency.
